Professional and Technical Services (ProTech) Management Office (PMO)

ProTech is the National Oceanic and Atmospheric Administration (NOAA) Program for Professional and Technical Services. It is a mandatory program for NOAA providing a portfolio of contracts to deliver environmental intelligence and other services. The PMO has been established to ensure the effective and efficient usage of the contracts by offering services to the NOAA Line and Staff Offices as detailed below.

NOAA’s Acquisition and Grants Office developed the ProTech portfolio of contracts and established the PMO to meet mission critical requirements across the entire breadth of NOAA with quality contractors, competitive prices and services; and with a high regard for client services.

The PMO has streamlined the acquisition process to meet requirements and to achieve mission success. The PMO will be able to help tailor the terms and conditions unique to NOAA’s mission requirements and specify any acquisition strategy. The PMO can assist and guide you through each and every step of the Acquisition process.

ProTech contract holders were selected from a diverse pool of companies, vetted for their past performance, technical capabilities and expertise through a rigorous source selection process. This enables Contracting Officers to use simplified evaluations at the task and delivery order level, resulting in significant savings in time, money and resources. The ProTech PMO can provide NOAA Clients with the following and more:
  • Provide technical assistance and training on the development of requirements documentation (SOW/PWS/SOO), IGCE, and other PR documentation
  • Review request package to establish a RFP
  • Assist in the development and/or adequacy determination of proposal evaluation factors
  • Recommendations for the task order contract type (FFP, T&M, CPFF, etc.)
  • Development and/or adequacy determination of the rationale used for the exception to the requirements for fair opportunity
  • Maintain program integrity that prevents or mitigates contractual or programmatic issues

Enterprise Operations

ProTech-Enterprise Operations Domain has a focus on administrative professional and technical support to the Line and Staff offices throughout NOAA. Services within this domain include program management, financial management, strategic planning, human resources, communication, education and outreach, business management, budget and financial management, facilities and property management.
