ProTech Services Indefinite Delivery/Indefinite Quantity (IDIQ) Contract: The ProTech Services strategic sourcing program is a set of IDIQ contracts across five domains that are competed at the task order level (with reserves for small businesses) to develop an industrial base of partners using a streamlined/simplified procurement process, that enables a reduction in award time.

ProTech PMO: Upon request of the Requiring Activity or the Task Order Contracting Officer; the ProTech PMO will assist with the development of the SOW/PWS/SOO and IGCE, perform scope reviews, assist with the development of proposal evaluation factors, recommend task order contract type (Firm Fixed Price, Time & Material, etc.), assist with the rationale used for exceptions to fair opportunity, and perform market research.

ProTech Branch Chief: The Chief manages the domain contracting officers and overall program office functions within the ProTech PMO.

ProTech IDIQ Contracting Officer (CO): The ProTech CO has the overall responsibility for the administration of the ProTech IDIQ contracts and are the only authorized individuals to take actions on behalf of the Government to amend, modify, or deviate from the ProTech IDIQ contracts.

ProTech IDIQ Contracting Officer Representative (COR): The ProTech COR represents the CO in the administration of technical details within the scope of the IDIQ contracts as defined in the COR Appointment and Designation Letter, ensures final inspection and acceptance of all IDIQ level deliverables and reports, completes the prime contractor performance evaluations using the agency approved contractor performance rating system, serves as the government’s central point of contact for all technical matters arising at the IDIQ contract level, and is the liaison between the IDIQ contract level CO and the NOAA Program and Line Offices for technical issues related to ProTech contracts.

AGO Divisions: AGO provides acquisition and financial assistance services throughout NOAA. The AGO Director is the NOAA Senior Bureau Procurement Official (SBPO). AGO has a blended workforce of civil servants and contracted staff within the SSAD, Eastern Division, Western Division, and SIAD. The ProTech Services program is managed under the leadership of the SSAD. The AGO Divisions include the Task Order Level Contracting Officers (TO CO) that determine the appropriate Domain IDIQ contract for the requirements and issue task orders in accordance with the ProTech ordering procedures.

Staff & Line Offices: NOAA Staff & Line Offices are the main clients of the ProTech Services program. The offices include the Task Order Level Contracting Officer Representatives (TO COR) that conduct the day-to-day monitoring of performance under a specific task order and all delegated task order administrative activities.

Industry Partners: The ProTech Services program enables NOAA to have an industrial base of partners to achieve our mission to understand and predict changes in climate, weather, oceans, and coasts, to share that knowledge and information with others, and to conserve and manage coastal and marine ecosystems and resources. The Industry Contractor Program Managers are the central point of contacts for all program-wide technical matters; as well as resolve technical, program management, and other contract support issues.
