The ProTech Weather and Oceans Domain hosted a Virtual Vendor Engagement Webinar on February
25, 2021. We recorded 108 people participating in the virtual event, which was open to all ProTech
Weather and Oceans Domain Prime Vendors and their teams, as well as the National Weather Service
(NWS) and National Oceans Service (NOS) Program Office and Acquisition and Grants Office (AGO)
personnel.
The webinar included presentations from the Small Business Office by Jeff Hale, Eastern and Western
Acquisition Divisions by branch chiefs Stacy Dohse, James Price, and Nathan Hansing, ProTech branch
chief Jay Standring, ProTech Administrative Contracting Officers Erika Chavarria and Pierre Smith, and
ProTech account managers Katy Pridgen and Lucjan Haber. During the meeting, a variety of topics were
covered to include: set aside determination, small business administration targets for FY20, Weather
and Oceans Domain FY20 year in review and FY21 forecast presentations, Eastern Acquisition Divisions
remarks for Oceans Domain, and Western Acquisition Division remarks for Weather Domain. During the
webinar, ProTech staff provided training opportunities for the participants in the following subjects:
Contractor Performance Assessment Reporting System, sexual assault and sexual harassment
prevention and reporting, progress reports/invoicing, labor categories, market refresh, and government
and contractor employee interactions.

NOAA AGO's Strategic Sourcing Acquisition Division (SSAD) - has been re-named - to the Corporate Services Acquisition Division (CSAD). This name change accurately reflects the breadth of CSAD's clients.
In addition - the "Corporate Services Branch" - has been split into two separate branches - the "Facilities Support Branch" and the "Staff Office Support Branch".
Tania Gates is the Facilities Support Branch Head. The Staff Office Support Branch Head will be named in the near future.
The new CSAD organization chart is reflected on the ProTech Brochure (Jan 2021 version) on the ProTech website.

The ProTech Weather Domain hosted a Virtual Vendor Engagement Webinar on November 10, 2020. Over 90 people participated in the virtual event, which was open to all ProTech Weather Domain Prime Vendors and their teams, as well as the National Weather Service (NWS) Program Office and Acquisition and Grants Office (AGO) personnel.
Four NWS Program Offices (Office of Central Processing, Office of Observations, Office of National Center for Environmental Prediction, and Engineering Standards Division) presented an overarching view of NWS and the responsibilities and portfolios of each office, as well as specific technical and program requirements that should be acquired between 2020 and 2024 (many of which are bound for the ProTech Weather Domain).
Nineteen ProTech Weather Domain Prime Vendors served as panelists to engage with the NWS speakers, and then presented their capabilities to all NWS and AGO participants in attendance.
The ProTech PMO is planning to hold a similar event in February 2021 to present specific NWS requirements.

The ProTech Oceans Domain hosted a Virtual Vendor Engagement Webinar July 9, 2020. Over 90 people participated; the event was open to all ProTech Oceans Domain Prime Vendors and their teams, as well as National Ocean Service (NOS) Program Office and Acquisition and Grants Office personnel.
Five NOS Program Offices (Integrated Ocean Observing System, NOS Headquarters Center for Operational Oceanographic Products and Services, National Geodetic Survey, and Office of Response and Restoration) presented eight different technical and administrative/program requirements that will be acquired 2020-2024.
Twenty ProTech Oceans Domain Prime Vendors presented their capabilities to the NOS participants. The ProTech PMO is planning to hold a similar event in October 2020 to present emerging NOS requirements.

The ProTech Enterprise Operations Domain was envisioned in 2015 to meet Line and Staff
Office requirements for strategic planning; communication, training, education, outreach,
conference and workshop management; business management; budget and financial
management; program and project management; and legislative management.
In August 2018, after consultation with DOC's Office of Acquisition Management, the ProTech
Branch canceled the Enterprise Operations Domain Multiple Award Indefinite Delivery /
Indefinite Quantity solicitation.
The ProTech website was changed to reflect the Enterprise Operations Domain solicitation
cancelation, and noted that the requirements would be fulfilled by smaller, focused BPAs and
other contracting vehicles.
Effective Tuesday, 14 July 2020 – The ProTech Enterprise Operations Domain is canceled, and
the ProTech Enterprise Operations Domain homepage has been deleted.
Requirements for those services will be fulfilled for NOAA Line and Staff Offices by the
Acquisition Servicing Divisions (SIAD, SSAD, EAD and WAD). Companies desiring to pursue
those opportunities should monitor the Beta SAM website – beta.sam.gov

Jay Standring, the ProTech Branch Chief presented status of the ProTech Domain acquisitions and program and held a Q&A session at the NOAA Library Brown Bag Seminar.
NOAA is pleased to announce the award of the ProTech Weather Domain multiple-award indefinite-delivery, indefinite-quantity contracts. This vehicle will be the mandatory source for professional and technical services for the Weather Domain and available for all of NOAA and DOC bureaus for requirements within scope. The ProTech PMO has made two changes to the ProTech website, effective 26 August 2019.
- The ProTech Satellite and Fisheries Domain pages have been updated to add an "Awarded Task Order" report tab.
The Awarded Task Order reports will be refreshed at least monthly to improve timely reporting and transparency. The Oceans Domain will be updated in the near future to reflect this change.
- The ProTech Domain pages "Procurement Forecast" report tabs have been updated to reflect the same data sets as shown in the DOC Quarterly Report. The Procurement Forecast reports will also be updated to improve timeliness and accuracy.
AGO has issued Acquisition Alert 19-02, July 02, 2019, which establishes and implements the NOAA acquisition policy for use of the ProTech strategic sourcing solution for all professional or technical services requirements.
The ProTech domains are mandatory for consideration for all in-scope professional and technical services requirements with a total value (including options) less than or equal the simplified acquisition threshold (SAT) and mandatory for use for all professional and technical services in-scope requirements with a total value (including options) over the SAT, as outlined in the policy, unless a specific exception or waiver applies.

AGO has issued Acquisition Alert 19-01, May 22, 2019, which establishes the Professional and Technical Services (ProTech) Task Order Streamlined Acquisition Plan (SAP).
Effective immediately, the ProTech Task Order Streamlined Acquisition Plan template shall be used in lieu of the milestone and formal acquisition plans for task orders with a total value (including options) greater than the simplified acquisition threshold but less than $75 million awarded under the ProTech Satellite, Fisheries, Oceans, and Weather domains.
